Honda never launched the XLR250 in Thailand, and many of the XLR250's in Thailand have doubtful registering... therefor it will not be easy to find a 100% legal Honda XLR250 Baja in Thailand.
As alternative you can look at the Kawasaki KLX250, which is officially sold in Thailand. It costs around 150,000 THB new and secondhands are available in Thailand.
You can also consider the Lifan LF200GY-5 (or Lifan Cross200), which is only 200cc, but with its low cost a nice alternative... the LF200GY-5 cost 45,000 THB (new).

The problem is that a Honda XLR 250 (Baja) 250 1996, will very likely today not pass the current Thai emission standard. So a XLR 250 (1996) with invoice only today is near useless if you ever want to get legal on the public roads in Thailand.
