 Phantom rear brake seize

The rear brake on my Phantom seizes up when wet. Which happens a lot here in Thailand. Twice it has been worked on by the local authorised Honda dealer. And twice it was just a temporary fix. A couple months down the road and it happens again. Any ideas?
