 Use (or Lack thereof) of choke on Suzuki Step

I recently purchased a 2nd hand Suzuki Step for my partner.

The bike is in excellent condition and performs .

However ,no choke control is required when starting the bike from cold.

This seems wrong to me.

In contrast my Honda Phantom always requires full choke with a cold start.

Advice please
