The Keeway Silverblade 250 is today (15th November 2012) officially introduced to the public at the EICMA motor show in Milan, Italy. Keeway did not talked about any prices yet, in time the Thai distributor of Keeway will likely have more information.

It would be nice if we have a 250cc scooter available in Thailand that doesn't cost the same as a secondhand car.

21 horsepower for a 250cc scooter is not bad, especially that I think that the Keeway Silverblade will not weigh that much. The Vespa MP3 has about the amount of horsepower (22 hp) but that one has a dry weight of over 204 kilograms (214 kilogram fueled and ready to ride).
